About Us

LandDev Services Group

LandDev Services Group is an employee-owned company that blends Planning, Building and Engineering expertise, into one synchronized platform with proprietary AI to deliver faster approvals, fewer resubmittals, and tighter budgets for residential projects.  Led by RJ Hernandez (20+ years experience as Project Manager for top homebuilders)and Dan Hosseinzadeh (Years of experience as Entitlement manager at Hunsaker & Associates and Project Manager for top homebuilders), our team navigates CEQA, DRE, mapping, and horizontal execution with the urgency and clarity builders expect.

Additionally, a dedicated Principal Engineer (PE) is available to provide expert input and technical cross-checks, while our reciprocal agreements with other specialists ensure clients benefit from the sharpest minds in the field.

Consultants are typically great at Planning, or great at Engineering.  We built Land Dev Services Group to be versed at all aspects.

Builder‑minded land development—de‑risked and accelerated.

We pair time‑tested development know‑how with advanced AI so you get approvals faster, fewer resubmittals, and tighter cost control—not because it sounds cool, but because it works. Our proprietary algorithms—crafted by RJ Hernandez, award‑winning project manager and author of Land Planner’s & Developer’s Guidebook—supercharge decisions, reduce guesswork, and keep your project two steps ahead.

Clients we work with

  • Homebuilders
  • Developers
  • Property Owners
  • Realtors/Real Estate Agents
  • Land Brokers
  • Title
  • Architecture firms
  • Civil Engineering firms
  • Land Use Attorneys
  • Land Development contractors
  • Homeowner's Associations (HOAs)

What you get

  • A focused team. We limit the number of clients we take on at any given time to be sure we do not get overloaded and are at our best.
  • Smarter submittals, fewer cycles. Discipline in scoping, exhibits, and conditions‑of‑approval tracking targets municipal approvals in 2–3 review cycles—a result of rigorous project controls and clear communication.
  • Schedule and cost certainty. We manage $4MM–$20MM precon and horizontal budgets with a controls framework that surfaces risk early and keeps carry costs down.
  • End‑to‑end coverage. Due diligence, entitlement strategy, CEQA/CE (incl. agency coordination), DRE processing, tentative/final map shepherding, site design oversight, bid packaging, construction monitoring, and closeout.

Our AI edge

  • BISHOP (Building Intelligence System for Heuristics, Organization, & Plans/Permits): our proprietary AI and its associated algorithms ensure nothing gets missed.
  • Entitlement Risk Scoring: Predictive flags on likely plan‑check comments and CEQA/DRE sensitivities before first submittal.
  • Submittal QA: Algorithmic checks on exhibits, reports, and plan sheets to cut resubmittals.
  • Critical‑Path Simulation: Scenario analysis that protects milestones when agencies or utilities slip.
  • Comment Intelligence: Turns redlines and agency minutes into an accountable action ledger so nothing is missed.

How we engage

Pre‑Acquisition / Pre‑Entitlement

  • Fatal‑flaw scans, entitlement pathway, timeline & risk scoring
  • CEQA/DRE strategy, conditions matrix, and agency‑meeting plan
  • Proprietary Partial AI-based Proforma that can instantly pull data, correlate it, and size up a property based on property data, fees, LD costs, and so forth.

Mapping & Permitting

  • Tentative/final maps, lotting & yield optimization, submittal packages
  • Multi‑discipline coordination (civil, traffic, hydrology, WQMP, dry/wet utilities)

Precon & Horizontal

  • Bid scopes, value engineering, GMP/budget guardrails, utility & bond strategy
  • Construction oversight, RFI/submittal triage, acceptance & turnover

Why builders/developers like working with us

  • Speed with discipline. We aim to compress cycles without creating downstream rework.
  • Builder‑grade communication. One‑page executive updates; decision trees, not data dumps.
  • Accountability. Every condition, comment, and cost item tracked to closure—so you can sleep at night.

Our Specialties

Problem Parcels & Boundary Solutions

Not every site is straightforward. We handle lot line adjustments, lot mergers, and the full spectrum of boundary and title issues that keep projects stuck. Our team diagnoses constraints early, maps a clean approvals path, and manages filings and agency coordination through to recording and assessor updates. Typical matters include boundary line agreements, certificates of compliance/legal lot determinations, easement creation/relocation/abandonment, encroachment cures and deed corrections, access solutions for landlocked parcels, and nonconforming lot relief. The result: a parcel that is legal, marketable, and build‑ready.

Plan Check QA (Before You Resubmit)

Fewer rounds. Cleaner approvals.

  • Comment Matrix: Every agency comment mapped to sheet/detail, discipline owner, and status.
  • Cross‑check: Civil, structural, MEP, architectural, landscape, Title 24—no comment left unresolved.
  • Redlines & responses: Clear, traceable fixes with resubmittal checklist and cover letter draft.
  • Readiness sign‑off: A simple “good to go” list your team and consultants align around.

Deliverables: Comment Matrix, redline set checklist, resubmittal cover letter draft.

Document Preparation

Save time. Cut legal spend. Get “attorney‑ready” faster.  We do the heavy lifting up front—clarifying goals, collecting facts, organizing disclosures, and flagging common issues—so your attorney can focus on what truly requires legal judgment. The result is a cleaner handoff, fewer back‑and‑forth emails, and less billable time on routine information gathering.

Attorney time saved: 10–25 hrs per entitlement/doc cycle. At $550–$850/hr = $5,500–$21,250 saved per cycle.

Project Documentation (CC&Rs, Disclosures, Agreements)

Control the paper that protects the project.

  • CC&Rs & HOA docs: Drafting and/or drafting coordination with counsel, exhibits, allocations, maintenance obligations.
  • Disclosures: Project‑specific addenda, risk factors, and statutory requirements.
  • Agreements: Purchase/sale agreements, options, addenda—tracked through signature and storage.

Deliverables: Version‑controlled document set with execution checklist.  Information only, not legal advice. We are not a law firm.

DRE Submittal Tracking (California)

Keep sales on schedule.

  • What we track: Public Report items, budget & reserve studies, surety/bonding, HOA docs, questionnaire responses.
  • Dashboard: What’s submitted, what’s pending, who owns it, and deadlines.
  • Correspondence archive: Every request and response in one place.

Deliverables: DRE status dashboard, calendar, missing‑items log, correspondence archive.

Bid Management & Contracting

Bid Management & Contracting covers closing bids and thoroughly evaluating quantity take‑offs. It involves negotiating costs to build support with jurisdictional leaders and secure favorable terms. After the project is complete, it also includes organizing and processing developer reimbursements.

Government Affairs, Homeowner & Community Engagement

We design and deliver homeowner and community outreach that informs policy, reduces friction at public hearings, and builds durable neighborhood support. From zoning and land use to infrastructure and neighborhood initiatives, we translate community voices into clear recommendations—and help agencies and elected leaders act on them.

Important: We’re not a law firm and do not provide legal opinions.
Our role is to help you understand typical real‑estate processes, gather facts, and prepare disclosure materials. The content we provide—on this site, in emails, or in sessions—is for general informational purposes only and does not create an attorney‑client relationship. Your situation may involve issues that require licensed legal counsel. You should consult your attorney before signing, filing, or relying on any document or decision.
